		<description>I think that the new internet access at a lower price may take time to become cheaper,  and its up to goverment and business to subsidise the unconnected, so that they too can enjoy faster education, access to information, upskilling and lower cost business entry.
It should start at schools and secondry education institutions and community centres.----
that bandwidth should be free, and come out of DOC budget.
